The Observatory was founded in 1996 by UNESCO with the mission of fighting poverty through digital innovations. Since 2003, OCCAM has been associated with UNDGC, while in 2005 it received Special Consultative Status at ECOSOC

Since its foundation, OCCAM has been led by the core principle of becoming a pilot explorer actively involved in the digital revolution, while applying innovations through best practices for helping disadvantaged communities. OCCAM interprets and forecasts new trends, leading the various turning-point momenta to share the results achieved at the annual Infopoverty World Conference.

The XXIII IWC, organized by OCCAM, took place on April 12, 2024, at the UNHQ (CR 11) in New York and online on UN Web TV.

The EWA-BELT Scenario and Capacity Building Workshops took place in Ghana in September 2023. Not only were the main Key Exploitable Results (KERs) presented during the two-days scenario workshop, but visits to the experimental fields of the partners CSIR-SARI and KDC were also conducted as part of the capacity building activities of the Project. A series of interviews were registered during the events to collect direct experiences and feedbacks from partners.
